About the author: Stephen R. Monier is a Magna Cum Laude graduate of St. Anselm College, where he received his B.A. degree in 1974. Marshal Monier is also a graduate of the Delinquency Control Institute at the University of Southern California, and the National Crime Prevention Institute at the University of Louisville. He began his law enforcement career with the Goffstown NH Police Department in 1969, rising through the ranks until his appointment as Chief of Police in 1984. He served as Chief until his retirement in January of 1999. On April 15, 2002, President George W. Bush nominated Stephen Monier to serve as United States Marshal for the District of New Hampshire. He was confirmed by the U.S. Senate on May 7th , 2002. He served as the U.S. Marshal until November 1, 2009.
